Welland is a city in the Regional Municipality of Niagara in Ontario, Canada. The city has been traditionally known as the place where rails and water meet, referring to the railways from Buffalo to Toronto and southwestern Ontario, and the waterways of Welland Canal and Welland River, which played a great role in the city's development. The city is notable for its large francophone population. Welland is one of few communities in southern Ontario where the percentage of Franco-Ontarians exceeds the overall provincial average.

This professional holiday was founded by the Decree of the President of Russia № 1279 from October, 31st, 2002 in commemoration of 200-year-old anniversary of Russian Ministry of Foreign Affairs. Among diplomats also there is a version, that Day of the diplomatic worker is celebrated on February, 10th as this day in 1549 there was earliest mention of the Ambassadorial Order, the first foreign policy department of Russia.
