Lannion (Breton: Lannuon) is a commune of the Côtes-d'Armor département, in Brittany, France. Lannion is a sous-préfecture of Côtes-d'Armor, the capital of Trégor and the center of an agglomeration of almost 60,000 inhabitants. With the last census (1999), the municipal population of Lannion rises with 18,368 inhabitants (9007 men and 9361 women), the total population is of 19,351 inhabitants. Lannion is one of the most famous cities in Brittany because of its place and history.

This professional holiday was founded by the Decree of the President of Russia № 1279 from October, 31st, 2002 in commemoration of 200-year-old anniversary of Russian Ministry of Foreign Affairs. Among diplomats also there is a version, that Day of the diplomatic worker is celebrated on February, 10th as this day in 1549 there was earliest mention of the Ambassadorial Order, the first foreign policy department of Russia.
