Wicklow (Irish: Cill Mhantáin, meaning Church of the toothless one) is the county town of County Wicklow in Ireland. Located south of the capital Dublin on the east coast of Ireland, it has a population of 6,835 (according to the Census 2006 preliminary report). Including rural population, the figure becomes 12,675. The town lies along the N11 route between Dublin and Wexford. Wicklow is also connected to the rail network with Dublin commuter services now extending to the town. Additional services connect with Arklow, Wexford and Rosslare, a main Ferry Port. There is also a commercial port, mainly importing timber.

This professional holiday was founded by the Decree of the President of Russia № 1279 from October, 31st, 2002 in commemoration of 200-year-old anniversary of Russian Ministry of Foreign Affairs. Among diplomats also there is a version, that Day of the diplomatic worker is celebrated on February, 10th as this day in 1549 there was earliest mention of the Ambassadorial Order, the first foreign policy department of Russia.
