Linares is a city located in the Andalusian province of Jaén, Spain. Linares is famous for its annual chess tournaments, and is also the birthplace of Andrés Segovia and Raphael (singer). It is the second city in importance in the province of Jaén. Hannibal got married with a local princess Himilce before going to the second Punic War. Its origins began with the Iberic town of Castulo, 7km from the modern city. There are lead mines. In the present days there is a car company Santana Motor which produces all-terrain vehicles for the Spanish Army (the Anibal model). Linares is also the place where the annual Linares chess tournament is held. The bull ring in Linares is famous because of the death of Manolete, who was an important bullfighter in his time.There is a statue of Manolete in the city and every year on the 28th of august this event is remembered in the ring by putting a bunch of roses in the place where he fell.

This professional holiday was founded by the Decree of the President of Russia № 1279 from October, 31st, 2002 in commemoration of 200-year-old anniversary of Russian Ministry of Foreign Affairs. Among diplomats also there is a version, that Day of the diplomatic worker is celebrated on February, 10th as this day in 1549 there was earliest mention of the Ambassadorial Order, the first foreign policy department of Russia.
