Beihai, often called Bakhoi, is a prefecture-level city of Guangxi, China. Beihai means "north sea" in Chinese, meaning that the place is a seaport on the north shore of the Gulf of Tonkin. Beihai has a large shipyard and is reputed to still be a pirate habour. Beihai is known within China as a travel destination. While Beihai does suffer from pollution as much of China does, it is not nearly as severe as most other parts of the country. It has a fairly active nightlife also containing western style bars such as the Kangaroo Bar on West Beibuwan Lu (West Beibuwan Avenue) which is extremely popular amongst the local residents, espescially for Gerry's famous pizza. Accomodations in Beihai are affordable and food ranges from traditional Chinese to KFC and McDonald's. The dialect spoken throughout Beihai is "Beihua" a Cantonese dialect, although Mandarin is also known, or at least understood, by most of the population. This professional holiday was founded by the Decree of the President of Russia № 1279 from October, 31st, 2002 in commemoration of 200-year-old anniversary of Russian Ministry of Foreign Affairs. Among diplomats also there is a version, that Day of the diplomatic worker is celebrated on February, 10th as this day in 1549 there was earliest mention of the Ambassadorial Order, the first foreign policy department of Russia.
