Shymkent, formerly known as Chimkent, is the capital city of South Kazakhstan Province, the most populated region in Kazakhstan. It is the third most populous city in Kazakhstan behind Almaty and Astana with a population of 647,380 (2009 Census), or 579,500 as of 2010 (estimation based on 1999 Census). A major railroad junction on the Turkestan-Siberia Railway, the city is also a notable cultural centre, with an international airport. It is situated 690 km west of Almaty and 120 km to the north of Tashkent, Uzbekistan.

On February, 10th, 1995 the State Duma of Russia has passed the federal law "About days of military glory of Russia" in which this day was called "February, 23rd, the day of a victory of Red Army over Kaiser armies of Germany in 1918 - Day of the defender of fatherland".
